What is The Buller Plateaux Continuation Project?
The Buller Plateaux Continuation Project is a proposal by Bathurst Resources to extend mining activities on the Buller Plateaux, located on the West Coast of New Zealand’s South Island. This region has a proud history of coal mining that spans over a century and continues to be a vital contributor to the local economy and national industry.

Bathurst, in partnership with BT Mining (a joint venture with Talley’s Energy), is seeking authorisation for the project under the Fast Track Approvals Act 2024. The application aims to secure a pathway for continued extraction of high-quality metallurgical coal, critical for steelmaking both domestically and internationally, while ensuring environmental and community considerations remain front and centre.
The Project Fundamentals
Scope of the project
- Continuation of existing operations at the Stockton and Cypress mines.
- Use of previously consented but undeveloped pits such as Escarpment and Sullivan.
- New authorisations over the Mt Frederick South area—previously mined and now proposed for further development.
- All areas are within the established Buller Coal Plateaux mining zone.
Project delivery
- The coal found in this region is internationally sought after for its low ash content and high fluidity—making it ideal for steel production.
- Around 80% of Bathurst’s total output is metallurgical coal, with a third of that used by a local New Zealand steel mill.
- The project supports regional employment and economic resilience, particularly for communities on the West Coast.
